The Pre Qualifying Questionnaire (PQQ) is often the first stage you will need to complete in the tender process. It may have been preceeded by a PIN (Prior Information Notice). It is typically a short document to complete with fairy simple questions and is designed to whittle the list of bidders down to a shortlist of suppliers.
